Transnational Education and Research Strategies Against Digital Hate
In the context of rapid digitalization, cyberbullying and manifestations of hate in the online space are becoming a serious challenge to the well-being, safety, and social development of young people. These risks are particularly heightened in societies undergoing rapid social change and instability.
The international project “Transnational Educational and Research Strategies Against Digital Hate” aims to study the scale of digital aggression and develop effective educational and preventive solutions.
The project is implemented by the Taalim-Forum Public Foundation in partnership with the University of Hamburg, Germany, with the support of the German Academic Exchange Service (DAAD). It brings together research and educational organizations from Moldova and Ukraine.
Project objectives: to study the prevalence and forms of cyberbullying and cyberhate among young people; to analyze perceptions of digital threats and response strategies; to develop and pilot prevention and intervention tools; to strengthen young people’s digital literacy and resilience; and to support educational institutions in creating a safe digital environment.

Online aggression is becoming one of the most significant social and educational challenges of the digital age, affecting the well-being, safety, and development of young people.
In 2025, the Taalim-Forum Public Foundation, in partnership with the University of Hamburg, Germany, and with the support of the German Academic Exchange Service (DAAD), conducted a study on the prevalence of online aggression among adolescents and young people in Kyrgyzstan.
The policy brief presents the key findings and recommendations for protecting young people and creating a safe digital environment.
